Raw forecasts

Harper is open, and I mean it: the raw forecast data is right here, free to grab. I chew through it once and spit out plain JSON, one file per spot, so you get the same numbers driving my charts without having to install a GRIB decoder.

If you do want the raw GRIBs from NOAA, I also built noaa-gfs-wave to make pulling them per region a lot less painful.
